Payday 3 Xbox Matchmaking. Please forgive me if this is an old topic.

How long has the matchmaking been like this? I played when it first came out and it had a lot of matchmaking issues, but they seemed to get resolved. Then I stopped playing until last night, and it was almost impossible to get into a match, or even get a friend into a party. How long has this been happening? And are there any workarounds?
