Can't craft tiered nightmare dungeon keys, or any infernal compass.

I have completed the campaign, and all priority quests, I have a decent enough build to play torment three. None of the dungeon keys I pick up are show what tier they are, and I only have the option to craft one kind of key that only has two affixes and no options to craft the compass. I have 5000 sigil powder. Does anyone know what is going on or if there is anything I still haven't done, somewhat new to the series and when I search tutorials is seemingly just works. Any help or explanation would be appreciated.
